Educational, instructional, religious and charitable institutions 5. Lodging Uses 6. Residential dwelling units where included within a comprehensive development plan with commercial development including the following standards: a. Residential uses must be located above the principal commercial use. b. The total square footage of all residential uses does not exceed 40 percent of the total floor area of all uses. c. The residential uses are constructed at the same time or after the development of the principal area, but never before. Subject to the granting of a zoning permit by the zoning enforcement officer, the following use is permitted in the Middle Quarter District:
